Press Interview with Kwong Wah Yit Poh after been elected as DAP State Treasurer. I said every DAP leaders have to work on government affairs, constituency and party work. It is a golden triangle concept. Combination of these three factors will determine the success of DAP in many years to come.

黄汉伟3把火推行3目标 火箭马来社区扎根

新财政上任“三”把火，黄汉伟有3目标要推行，其中为让火箭飞入马来区，加强该党在巫裔事务方面处理，在马来社区扎根！

刚在槟行动党党选中过关，并被推选为财政的黄汉伟，为自己设下3目标，即（一）成立财务管理委员会，物色专业人士加入，使用专业知识提升党资产，（二）推动乡委会发展，为基层进行培训课程，（三）加强巫裔事务处理，提升火箭在马来选区方面影响力。

身为槟行政议员兼亚依淡区州议员的他接受《光华日报》专访时表示，其选区拥有23％巫裔，而行动党的任务除了巩固华人票源，在巫裔社区扎根也非常重要，而这取决于各别议员在选区方面的经营和服务。

对他来说，目前城市马来区对于行动党的认同感有所提高，而至于乡区方面则有待提升。“不管是火箭选区或非选区，我们都需要加强马来社区的经营，甚至远至浮罗山背，我们也要在友党的配合下扎根。”

他提及，在95年大选时，当时行动党派出很多巫裔候选人上阵，在马来群众中形象有一定提升，惟他坦承这十几年来，重心没有放在该处。“我们需要配合巫裔市议员和乡委会，加强与马来群众联系。”

解决马来人问题

至于是否会成立属于马来人支部，加强联系？这点黄汉伟不是很认同，他认为较理想的是由各种族组成一个支部或团队，共同为民服务。

在 12月12日举行的槟行动党代表大会上，一名党员参与辨论环节时曾经语重心长的提醒该党，槟城马来人口不断增加，今已占了槟人口的43%，因此党有必要关注马来选民的所需。该名党员认为，马来人308时把票投向行动党并非理所当然的事，党有必要了解和解决马来人所面对的问题，争取马来选票，避免重蹈巫统和民政党覆辙。

今年7月，槟民联政府新增了不少乡委会，加强基层与政府之间沟通。黄汉伟表示，他将在这其中扮演领导角色，配合黄伟益、林峰成、彭文宝，给予乡委会代表培训和方向，达致上情下达的效果。

设定以上2个目标外，还是要回到自身的财政工作上，巩固党财务状况。他提及，对于前任财政陈翰威的贡献给予肯定，因为翰威以其会计师的专业为该党建立了一个制度。对此，他表示除了延续有关制度外，也将成立财务管理委员会，网罗为专业人士如会计、银行、投资、税务领域党员加入行列，提升财务管理能力，同时协助新党所的成立。

“当然，除了关注州联委会财务外，我们也要加强各国会联委会、支部的财务管理能力，提供基层理财培训课程，以应付来届大选。”

注重金“三”角经营

火箭领袖需注重金“三”角经营，兼顾党、选区、政府事务经营，环环相扣！

党经营方面，黄汉伟认为并非为了在州选中突围而去经营，反观是要建设党，加强党的基层力量，在各族之间把根扎好。

他坦言，以往行动党给人的刻板印象是担任反对党没有太注重基层扎根这一块，比较倾向于议会或议题上的表现，因此，在各区建立人民的支持力量非常重要。

“这三项工作息息相关，但却是不同的工作，而或许在这次党选中落败者，了解到所传达讯息，即除了关注政府和选区事务外，党内的事务也需注重。”

1997 年加入行动党，98年加入社青团，2000年进入州委会内，担任过州秘书及宣传秘书等职位，而这次的党选，黄汉伟从政治教育局主任“升”至财政，这对他来说并非所谓的升级或降级，希望大家不要抱着太大的失落感，勿把得失看得太重，毕竟州委会里有着许多经验丰富的党员，他们都任职过不同职位。

“在这次州联委会里，除了2人外，其他领袖的党龄和经验都超过10年，而我们只是专任不同的位置而已，即不同的时期扮演不同的角色，让我们的视觉更为广阔，没有必要比较。”他说，党分为州、国会联委会、支部，落选后并非什么都没有，每个人都可在不同职位扮演不同的角色，为来届大选做好准备。

否认“围攻”曹观友

黄汉伟联合黄伟益、拉玛沙米3大巨头“围攻”州主席曹观友，削弱其实力？黄汉伟否认其说！

消息指岀，经过这次火箭党选后，虽没有参选的首长林冠英人马遍布州联委会，而传出属林冠英人马的黄伟益、拉玛沙米及黄汉伟3大巨头，对州主席曹观友形成压力一事，对此，黄汉伟表示没有这回事，这都有关人士自我解读，他与其他领袖在党务上都有着密切的联系。

他也提及，没有将自己归纳为所谓的哪一个派系，同时目前州联委会里也没有所谓的派系之分，这点说出去基层也不相信。

他表示，本身与曹观友并没有问题，而早在曹氏于1999年上阵丹绒选区时，他为其代理人，协助他竞选，而两人在当时建立起默契。

党形象重于个人魅力

党形象重要过个人魅力，只要党组织工作做好，谁上阵都可获得胜利！

黄汉伟认为，其理想中的概念，就是3好，党机制做得好、党基层工作做得好、党招牌打得好，无论有关选区由谁上阵，都可获胜。

“这并非因为个人魅力，即选区因为这个人前来上阵而取得胜利，如果那个人离开，选区就无法获胜，对于他个人来说是好事，但对于党来说并非好事。因此，我们希望可以做到的是，党在有关选区建立良好人脉关系，就算有关议员退休或转换跑道，其他人前来上阵都没有问题。”

另一方面，询及在这次州选中失利领袖，是否会影响来届大选上阵机会？他提及虽然提及上述的金三角，但是不同的工作，这一环做得好，其他方面未必做得好，应战大选，最重要的是州政府所推行的政策，另外为选区和党方面的经营。

（檳城9日訊） 全國大選真的快到了!檳州行動黨週三正式宣佈啟動大選備戰工作，推介“火箭之友”登記活動，振臂號召全檳5000人擔任大選志工，以一個州選區至少200名助選員的人海戰略，力保檳州江山。
招募志工協助選舉工作是美國總統大選的策略之一。2008年括起“黑旋風”的美國總統奧巴馬，就是以全國招募青年志工形成強大聲勢，參與志工不惜請長假投身選戰工作、身體力行各區遊說投票，人海戰術促成“改變”，造就第一名黑人總統。

“火箭之友”志工團代號

同年馬英九競選總統，智囊團也引用“志工戰略”大獲全勝，後來的民進黨天王人馬和國民黨籍的台中市長胡志強都見識志工力量，培養本身青年志工隊。檳行動黨這次是借鑑海外競選戰術，全檳號召志工助選，期待打下漂亮一杖。
行動黨檳州主席曹觀友表示，308大選之前，行動黨在每次全國大選，都面對資源匱乏窘境，要錢沒錢、要人沒人。一個州選區助選員可能最多只有50人，包山包海，一場選戰未完便打得吃力，落得人疲馬乏。
他指出，行動黨目前是易地而處成為執政常。為力保政權於不敗，大選作戰指揮中心已全面啟動，同時號召檳民擔任大選志工團，全面協助進行宣傳文案編寫、策劃講座和民間動員等工作。
他說，“火箭之友”是大選志工團代號。檳民可通過網際網絡或到行動黨各國、州議員服務中心登記。他強調，火箭之友只屬大選志工團體人員，不以加入行動黨為前提，所以非黨員也可參與，民眾大可放心。

不拒絕“越州”登記

“火箭之友未推介，便通過檳行動黨網站向外推廣。目前，共收到約30人的網上登記，但部份登記人士卻來自砂拉越、柔佛和吉隆坡等。”
他表示，檳行動黨不拒絕“越州”登記，但可能會按有關人士所在地，轉介到所屬州屬的行動黨聯委會，分配到適合地點擔任志工。
他指出，志工招募條件設在18歲以上人士即可，不分男女，凡檳州人民均可。大選作戰指揮中心將依據登記志工住處，分配到各國會選區協助。
“這是行動黨首次的選舉志工大招募，可能也是全國第一個州聯委會這么做。如果人民希望再看到行動黨執政檳州，就請踴躍成為志工一份子。”
他說，州聯委會已在週二進行第一批志工培訓，培訓為數約20名志工擔任計票工作和其他。來屆大選志工也會號召黨員出動，只是需要更多民間力量，催谷士氣。

華都中學華樂團辦晚會 春暖花開籌逾21萬

■華都中學華樂團在籌款基金晚宴上共籌得21萬，突破15萬令吉的籌款目標。團員呈獻多首動聽曲子以感謝熱愛華樂者。

（威南6日訊）華都中學華樂團從2000年成立迄今11年，除在2008年3月7日舉辦籌款演出晚會後，3年未曾對外籌款，週六該團舉辦“春暖花開”華樂晚會，破天荒筵開303桌，突破15萬令吉籌款目標，籌得21萬7490令吉。
大會主席賴秋福鼓勵家長在關注子女學術表現當兒，也讓孩子學習華樂來陶冶性情。
他表示，音樂不僅是美育而已，還有助孩子的身心靈均衡發展，讓他們健康成長。
他說，根據學者研究，左右腦的不平衡發展，會影響智力的發揮，也影響壽命的長短。
“因此，讓孩子從小學音樂，尤其是器樂，促使他們養成眼要看譜、耳要聽音準、心要想著節奏，左右手又要同時進行複雜而不一樣的動作，這無形中讓孩子左右腦均衡發展，以提昇他們各方面的學習能力。”
華都中學樂團在參加21世紀雲頂國際藝術節華樂大賽，榮獲4金2銀標青成績。當晚，團員呈獻多首動聽曲子，即《龍騰虎躍》、《上海灘》、《男兒當自強》及《萬水千山總是情》等。
大會也在會上義賣300份《光明日報》，籌獲1340令吉，充為華都華樂團活動基金。

當天有四批剪彩熱心者、21名擊鼓熱心者和商家及7名鳴鑼熱心者及商家。
工委會主席李德諳呼吁家長關心和管制孩子在校的生活，同時與教師站在同一陣線，因為教師是孩子的指明燈，家長和教師保持聯繫，有助增進教師對學生的了解。
華都中學校長張丙德表示，該校華樂團穩健發展，團員逐年增加，現在已達到150名團員。
“隨華樂團的活動和會員人數的增加，該團需要大筆的經費，每年至少需2萬令吉經費，充為教練費和維修器材費。”
因此，他希望各界商翁和熱愛華樂者，繼續支持華樂團，讓華都中學華樂團，把優秀的民族音樂發揚光大。

黃漢偉：打造藝術都市

檳州藝術委員會主席黃漢偉行政議員指出，檳政府盼透過學校和社區藝術教育的結合，以建立全民藝術教育，邁向國際藝術都市。
他表示，檳政府要把州屬打造成國際大都市，不只是在硬體設備著手，同時須在軟體方面實現藝術檳城的理想。況且，藝術理想必須能夠讓檳民把藝術和生活緊密結合。
“從生活中發現藝術，在藝術中尋找生活，這樣才能讓藝術真正走入生活，豐富城市生活的文化色彩。”
黃漢偉表示，小學至大學推廣藝術教育非常重要，積極為學生創造美的條件，使他們在長期美的熏陶中，成為一個外表和心靈美的未來主人翁。

推廣藝術教育很重要

他說，檳政府在喬治市被列入世界遺產目錄之後，在尊重都市紋理和歷史脈搏的前提下，大家共同營造出藝術氣息的市容和空間，讓緊張忙碌的檳民紓解壓力，並在生活空隙中體會藝術氣息。
“檳政府在明年文化廟會，和慶祝喬治市列入世界遺產活動中，花心思納入藝術人文色彩，積極培育人民對美的感受力，並讓人民了解生活與藝術息息相關。”
黃漢偉週六在華都中學華樂團，舉辦“春暖花開”華樂晚會暨籌募活動基金儀式上，這麼說。

10 Accomplishments as State Assemblyman of Air Itam

It is now my third year serving as the State Assemblyman for Air Itam.
As I have blogged and maintained a facebook, it is not too difficult to summarize what I have done from March 2010 to March 2011 as the elected representative of Air Itam.

This list is for the work done related to Air Itam.

1. Running a busy service center.
My service center operates around the clock. Monday to Friday 9am to 5pm (except for Public Holiday). I have religiously followed the weekly schedule every Tuesday 8pm to 10pm to meet the peoples at my service center.

I moved to a new place which is next door in May 2010 but we continue our service uninterrupted.

2. Running an effective voters registration campaign helping and empowering the young voters to participate in the democratic process

The Air Itam DAP Voters registration team have conducted over 60 time of voters registration campaign for the past one year and assisted more than 4000 peoples to register as voters. We have weekly registration campaign at the night market and shopping mall.

3. Care for the elderly
(a) My Service team have assisted the registration and distribution of money to more than 4500 senior citizens in the State Government Senior Citizens Appreciation Programme.

(b) Besides this, I also allocate fund for small project which is senior-citizens friendly that is setting up stainless steel handle at the staircase near Tua Peh Kong temple, Air Itam.

(c) My service team have also visited the old folks home namely the Little Sisters of the Poor and Silver Jubilee Home to show our care and support for the old folks.

4. Creating a Reading Society
(a) I have worked with a local newspaper (Sin Chew Daily) for books donation campaign to the Penang State Library. The response is overwhelming and we have received more than 5000 books from the general public. This exercise has increased the book collection of the Chinese Section of the State Library.

(b) I have also utilized my allocation fund to sponsor and to distribute 200 new books of "My Old Penang" by a local author to the schools and NGOs in Penang. I wish that more local authors can write about local history to supplement our official history books.

5. Infrastructure project in Air Itam
I have initiated 20 small projects in Air Itam namely resurface the road, repair the drainage, widen the road etc.

6. Arts and Cultural activities
(a) I oversee and take charge of two major arts and cultural events in Penang namely Chinese New Year Cultural and Heritage Celebration in February and George Town Festival in July.

(b) Besides these two major functions, I also introduced the following arts and cultural activities in Air Itam namely
Taiwan Puppet Show - Feb 2010
Pesta Tanglung - October 2010
Malam Kesenian Kampung Melayu - Oktober 2010
Malam Deepavali - Nov 2010.

All of these activities received overwhelming support from all the communities in Air Itam.

(c) I have worked with Kek Lok Si and MPPP Lanscape Committee to install red lantern along the Jalan Air itam and Air Itam roundabout. This has enhance the landscape and festive mood during Chinese New Year.

7. Education
(a) I contributed ideas as a committee member of the Penang State Government Chinese Schools Coordination Committee.

(b) I visited schools in my constituency and recommended to the State Government on the needs and priority for the schools. The State Government has approved allocation to 8 schools in Air Itam.

8. Traffic Arrangement in Air Itam
(a) It is a undisputed fact that the traffic condition in Pekan Air itam during festive season (especially Chinese New Year) has improved.

(b) I have worked with MPPP and Police to improve the traffic flow in Kampung Bharu, Air Itam. Traffic light in Kampung Bharu has been removed. This has improve the traffic coming from Air Itam and Farlim towards Town. On the other hand, a new pedestrian traffic light was installed. This will enhance the safety of the pedestrian crossing the road to Pasar Kampung Bharu.

9. Housing
(a) I have worked with the white-knight to rescue the abandoned housing project - Taman Cemerlang at Lebuhraya Thean Teik and assisted a few hundred purchasers and squatters.

(b) I have advised and assisted many squatters, tenants and house owners on the housing related issues be it eviction, auction, compensation etc especially for the residents in Air Itam namely Jalan Zoo, Lorong Batu Lanchang, Savoy Garden and Taman Sri Melati.

(c) I have assisted a few dozens poor families to relocate to the refurbished unit of Rifle Range Flats.

(d) As a legislator, I also spearhead the effort to introduce the Penang Housing Board Bill and it was passed in the Penang State Assembly in November 2010.

10. Personal Integrity
In the year 2009, I bought a house with the price of RM600,000. I took up 30 years loan and jointly financed by my parents, my wife and my own savings.

Other than that, I owned an apartment unit which I purchased in year 1999 and fully settled the loan sometime in 2005. The price is probably 120K now.

The vehicle I am owning is a 10 years old Proton Wira. The insurance company said it is probably 13K in value. I also have 4 bicycles (1 adult, 3 for kids) and the estimated total value is RM1000.

I don't own any stocks and I keep my Income Tax record up to date and paid my taxes.

The purchase of my property has become news, but it simply reaffirmed that I lead an honest life.

This is part of my routine walkabout at the constituency of Air Itam. I attended to the issue and distributed the new year calendar to the residents.

I was at the George Town Magistrate Court I for inquest's verdict on Chung Ling High School Dragon boat tragedy to show my support to the family.





Criminal element ruled out

GEORGE TOWN: The coroner's court yesterday returned a verdict of misadventure in the inquest into the dragon boat tragedy which claimed the lives of a teacher and five students on Jan 17 last year.

Coroner Noor Aini Yusof found that there were no criminal elements or sabotage in the tragedy which resulted in the deaths of Chung Ling High School teacher Chin Aik Siang, 28, and students Jason Ch'ng, Goh Yi Zhang, Brandon Yeoh Yuen Khye, Cheah Zi Jun, all 17, and Wang Yong Xiang, 16.

Some 30 witnesses, including students who survived the boat accident, testified in the inquest over six days.


Noor Aini said the purpose of the inquest was to determine when, where, how, in what manner and if there were criminal elements involved in the death of the six.

"Based on the testimonies of the witnesses, the incident happened when the dragon boat was hit by strong waves as they were turning back towards the jetty at the waterfront of Gat Lebuh Macallum.

"The boat then hit an iron barge, sank and was sucked underneath the barge.


"Of the 18 who went out that day, 10 students and two coaches survived, while the six perished," she said, adding that the six had died at the waterfront of Gat Lebuh Macallum and its surrounding areas.

Noor Aini also said it was clear the six had died from drowning, as stated in the post-mortem reports.

"A majority of them had not worn life jackets despite having the jackets supplied to them and told to do so by their coaches.


"Only two individuals wore life jackets. The others were either wearing a T-shirt or not wearing a shirt."

Noor Aini said the swift currents on the day were caused by the forces of nature.

She added that the intention of the inquest was not to point fingers at anyone, noting that as a coroner, she had no right to determine if there was negligence on the part of the school, its dragon boat club, the Penang Forward Sports Club or any other quarters involved.

"The six had died on Jan 17 last year at 9am. The cause of death is drowning.

"There are no criminal elements which resulted in the death of the six," Noor Aini said in closing the inquest proceedings.

Deputy public prosecutors Suhaimi Ibrahim, Tan Guat Cheng and Pang Chuin Keat assisted the court in the inquest while Counsel Tham Shien Shyong and Lau Jun Yi held a watching brief for the school.

Meanwhile, former student and Air Itam assemblyman Wong Hon Wai, who was present to lend moral support, said everyone should learn from the tragedy, which was costly as it involved the loss of lives.

Wang Hong Gan, 57, the father of Yong Xiang, said he could not accept the court's verdict.

"My heart still aches. Even if I appeal, it will not bring my son back.

"My son is gone," said Wang, who was the only parent present in court yesterday.


验尸庭：未涉刑事人为破坏 龙舟惨剧纯属意外

（槟城13日讯）轰动全国的钟灵中学龙舟队翻覆酿六名师生溺毙惨剧，验尸庭今日裁决，这起事件纯属意外事故导致，不涉及任何刑事因素或人为蓄意破坏成分。

验尸官诺艾妮也根据法医解剖报告裁定，六名死者即一名老师及五名学生的死因是于事发当天即2010年1月17日上午9时在五条路及附近一带海域溺毙。

验尸庭无权追究

她说，法庭也根据三名引导官的引导及30名证人供证下，鉴定这起意外的导因，即当时在五条路海域进行训练的龙舟队18名师生欲作第二次转弯返回码头时，龙舟遭到海浪冲击撞向铁船翻覆，急流将船员吸入铁船底下，导致六名死者罹难，其余10名学生及两名教练幸存。

不过，法庭提醒，召开这项验尸庭主要是鉴定这起意外的六项疑问，法庭没有权力也并非要向钟灵中学校方、学校龙舟队、槟州前进体育会或任何一方追究责任。

于去年11月1日召开的钟灵中学龙舟队翻覆意外验尸庭，是经过长达6天的审讯及传召多达30名证人供证后，于今日作出这项裁决，并宣布此案正式审结。

家属：口供有疑点

出庭听判的三名学生死者家属，即黄雍翔的父亲黄鸿彦、谢子俊的父亲谢震山医生及杨延开的小姑，即杨瑞玲的妹妹在聆判后，皆一脸无奈的步出法庭。

现年57岁的黄鸿彦在法庭外受访时指出，虽然出庭的死者家属都对法庭的判决感到不理想，包括部分证人的口供出现疑点及有人推卸责任，不过，都痛心的接受事实。

不过，令他无法接受的是，槟城前进体育会龙舟队竟然在知道农历初三及初十八海浪大及有急流，还允许学生冒险出海训练，这些都是可以被避免的。

询及家属是否将再上诉，为了让已离开的孩子们能够得到安息，他以一句：“算了吧！”作出回应。他说，除非上诉可以让孩子复活，否则已无大意义。

18师生仅2人穿救生衣

验尸官诺艾妮指出，根据证人供证及呈堂证据的照片显示，出事的龙舟队18名师生及两名教练当中，仅有两人有穿上救生衣，其余的皆没有穿上。

她说，根据证人指出，事发当天有准备充足的救生衣，而教练也指示穿上救生衣，但仅有两人穿上。

她说，证人也供证指其余没有穿上救生衣的人，一些有穿衣服，一些则赤裸着上身。

她是于今日上午在槟城推事庭召开的验尸庭上对钟灵中学龙舟队翻覆意外作出判决时，这么指出。

无论如何，她总结验尸庭的判决，指这起意外纯属由大自然灾害（Bencana Alam）的急流引发的意外事故（Misadventure），造成六名师生溺毙，并没有涉及任何刑事因素。

鉴定6疑问找出答案

验尸官诺艾妮指出，钟灵中学龙舟队翻覆意外验尸庭，是根据刑事程序法典第337条文召开，主要是鉴定这起意外中的六项疑问找出答案，即六名师生在哪里死亡、何时死亡、如何死亡、什么情况下导致死亡、是否有人为刑事成分或蓄意破坏、以及是否有其他刑事因素。

秦裕翔家人缺席

她说，于去年11月1日召开验尸庭总共展开六天的审讯，即从11月1日至4日，以及12月29及30日。

她说，被传召供证的30名证人，大多数是在意外中幸存的学生及教练，不过，在验尸庭审讯及供证期间，其中一名死者即罹难的龙舟队顾问老师秦裕翔的家人，从开审至审结皆未出庭。

她说，验尸庭由三名副检察司引导，即首席引导官苏海米依布拉欣、陈钥锖及彭俊杰，而钟灵中学的代表律师是谭贤雄。

蔡耀祖：校方有代表聆判

槟城钟灵中学校长蔡耀祖于较后被记者联络上时，表示校方有派一名主任出席聆判，但不愿对验尸庭判决置评。

他说，校方今早有多项会议要开，以及接待国外的访问团。

林子辉：未接通知

槟城前进体育会主席林子辉则在接受记者电话询问时表示，因没有接到通知，本身迟至昨晚最后一分钟才得知验尸庭今日宣布判决，加上今早必须在浮罗山背法庭处理一些案件，因此无法出庭聆判也没有安排代表出庭。

他对验尸庭的判决表示是意料之中，毕竟验尸庭的范围不能对任何方面追究责任，所扮演的角色只能公开式的调查，及对30名证人的供证作出评估。

针对死者家属对验尸庭的判决感到失望，他表示能够体会，并促请死者家属能够站在法庭立场看待，也对死者家属痛失家人即将届满一周年深感抱歉，希望死者家属能够随着时间的流逝平复心情，重新站起来。

以亚依淡区州议员兼钟灵中学校友身分出席听判的槟州行政议员黄汉伟对验尸庭的裁决，认为这是一个必须经过的法庭程序。

他促请社会人士从这起夺走人命的惨剧中吸取教训，采取防范措施避免悲剧重演。

My first activity in year 2011 is attending the re-dedication of Risen Christ CHurch , Air Itam. It is a Catholic CHurch and started out as a small hut in 1968.

It is a historical moment on 1-1-11 as it marks the opening of the new building.

Chief Minister YAB Lim Guan Eng also attended the function to witness the auspicious ocassion.
